Biographical note
Professor Bhajan Singh Grewal is an internationally renowned fiscal economist with special interest in fiscal federalism and intergovernmental financial relations. He is currently Adjunct Professor in VISES. He joined Victoria University in 1993 as a Professorial Fellow and the Founding Deputy Director at VISES from 1993-2003. From 2004-2017, he was also Director of the research program Governance and Regional Economies.
From 2014-2019, he was Chief Investigator (with Peter Sheehan) of a project for developing enabling policies for uplifting smallholder livelihoods in Pakistan, funded by the Australian Centre for International Agricultural Research (ACIAR). The project report Enabling Policies for Developing Smallholder Agriculture in Pakistan was published 2019 and its recommendations have been well received by the national and provincial governments in Pakistan, This report also has wider ramifications for the economic development strategies of other low income countries.
Professor Grewal has published widely on the theory and practice of fiscal federalism in India, Australia, USA and Canada, including ten books and numerous research reports and articles. In 2004,he was appointed Team Leader of a project funded by Asian Development Bank (ADB) on advising China’s Ministry of Finance on fiscal management reforms. As part of this project, Professor Grewal also presented seminars and lectures in Beijing, Shanghai, Xian and Wuhan. In 2005, the Japanese Society for Promotion of Science (JSPS) awarded Professor Grewal the JSPS Fellowship to deliver lectures and seminars in Tokyo and Osaka, Japan on fiscal reforms. He has been invited by the Asian Development Bank Institute in Tokyo to speak at international seminars and workshops on public finance and fiscal management.
He was invited to be Guest Editor of the US journal Public Finance and Management and published in2008-2009 an international symposium on the Global Financial Crisis and Public Finances, and another symposium in 2010 on China’s Public Finances.
In 2009-10, he also investigated China’s energy efficiency and the implementation of central Government policies at provincial and county levels and presented lectures and seminars at the Chinese Academy of Sciences, Fiscal Science Research Institute of Ministry of Finance and the Chinese Academy of Social Sciences.
He has previously taught economics and public finance courses at the Punjabi University, India; the Australian National University; and James Cook University, where he was also Dean of the Faculty. Between 1983 and 1993, he was appointed Director of Revenue Policy and Intergovernmental Fiscal Relations in the Treasury Department of Government of Victoria to advise the State Treasurer on financial relations with the Commonwealth Government.
He is currently co-editing a book titled: Unlocking Private Investment in Sustainable Infrastructure in Asia for the Asian Development Bank Institute (ADBI) and working on a Ford Foundation funded project on critical evaluation of China’s models of economic development and development finance. The ADBI has also invited Professor Grewal to address an international forum in Hanoi, Vietnam in November 2020.
